On Thursday, August 15, 2013, the U.S. Department of Education’s (ED) Office of Safe and Healthy Students (OSHS) and its Readiness and Emergency Management for Schools (REMS) Technical Assistance (TA) Center within the Office of Elementary and Secondary Education (OESE) hosted the second webinar in a series designed to provide an in-depth review of the “A Closer Look” section of the Obama Administration’s recently released Guide for Developing High-Quality School Emergency Operations Plans and Guide for Developing High-Quality Emergency Operations Plans for Institutions of Higher Education. The new Guides, developed by ED in collaboration with the U.S. Department of Homeland Security (DHS), led by the Federal Emergency Management Agency (FEMA); and the U.S. Departments of Justice (DOJ), led by the Federal Bureau of Investigation (FBI); and Health and Human Services (HHS), represent the culmination of years of work by the Federal government.

This 60-minute webinar provided information designed to enhance the development and implementation of emergency operations plans (EOPs) for schools and institutions of higher education (IHEs) in active shooter situations. The webinar emphasized the unique challenges involved in preparing for, responding to, and recovering from a shooting incident at a school or an IHE.

Ms. Katherine Schweit, a Supervisory Special Agent for the FBI and former state prosecutor, co-presented the session. Ms. Schweit was a part of the White House working group that authored the Guides and currently coordinates active shooter initiatives for the FBI. The second presenter, Mr. Calvin Hodnett, is a Senior Management Analyst for the DOJ Office of Community Oriented Policing Services (COPS). Mr. Hodnett was also a part of the working group that developed the Guides. He has extensive special project experience and is currently responsible for developing training materials and for providing technical assistance to support school-based law enforcement nationwide. Prior to joining COPS, Mr. Hodnett held positions within the Departments of Public Safety at the State University of New York and at Northeastern University.

The webinar provided an overview of:

the key principles for developing a comprehensive active shooter EOP for a school or IHE;
the planning process for developing, implementing, and refining these EOPs; and
the form, function, and content of a school EOP.
