The National Preparedness System emphasizes that when planning for emergencies, agencies should take into account the range of threats and hazards for which they may be at risk. They can do this by conducting risk and vulnerability assessments, and by using insight from state, local, and federal community partners in emergency management and public safety to inform the development of threat- and hazard-specific annexes for inclusion within emergency operations plans (EOPs). When creating annexes, it is recommended that emergency management planning teams within schools, school districts, and institutions of higher education (IHEs) consider the before, during, and after phases and all five mission areas—prevention, protection, mitigation, response, and recovery. Risk and vulnerability assessments may be conducted during Step 2: Understand the Situation in the EOP planning process.
