In 2019, four Federal agencies (U.S. Departments of Education, Homeland Security, Justice, and Health and Human Services) released guidance for establishing school district-level policies and procedures and assisting schools with creating, reviewing, and maintaining customized and comprehensive school emergency operations plans (EOPs). School districts can use The Role of Districts in Developing High-Quality School Emergency Operations Plans: A Companion to the School Guide (District Guide) to fulfill both their individual and their shared emergency management planning responsibilities in school EOP development for a range of threats and hazards. The intended audience of this guidance document is school safety leaders and members of core planning teams at school districts. The District Guide complements the Guide for Developing High-Quality School Emergency Operations Plans and recommends specific roles and responsibilities for school district-level administrators and staff. The District Guide may be accessed in two formats on the REMS TA Center Website.
