Step 2: Help Schools Understand the Situation

A major order of business in planning at both the district and the school levels is to understand the unique situation of each school and the surrounding community so that a customized plan can be developed for each school. For example, only one school in the district may be near a highly trafficked commercial area; only one school may be near train tracks; or one school may be in a tsunami zone. The district can provide guidance, as explained in Step 2. It begins by identifying the universe of possible threats and hazards that schools throughout the district might face.
